I believe the most fundamental right is the right to life, and it is our moral obligation to defend it. Throughout my tenure in Congress, I have been proud to support numerous pieces of pro-life legislation including the No Taxpayer Funding for Abortion Act, the Life at Conception Act, and the Protect Life Act among many others.

I have also authored the Title X Abortion Provider Prohibition Act, which would deny any funds available under Title X of the Public Health Services Act from going to entities that perform, or provide funding to other entities that perform, abortions. Title X is the only federal grant program dedicated solely to family planning and related health services, and by law, priority must be given to low-income individuals.

I applaud some of the important work that takes place under the banner of Title X, such as breast cancer screening, HIV prevention education, counseling, and pregnancy diagnosis. However, I strongly oppose using taxpayer dollars to fund abortions or abortion providers--at home or abroad. The Title X Abortion Provider Prohibition Act would not cut one penny of Title X funding, and it would not cut family planning services. It would simply prevent Title X funds from subsidizing organizations that perform hundreds of thousands of abortions each year and profit from the abortion industry.

There are many Title X-funded organizations that do not perform abortions and still provide family planning services--such as hospitals, university health centers, independent clinics, and faith-based organizations. We must focus our resources where they are the most effective and where the sanctity of life is upheld.
